As the Director of Planning, Building and Code Enforcement, Gary Schoennauer was one of the most influential planning officials in the City of San Jose for 25 years. In 1997, Mr. Schoennauer was given the American Planning Association’s highest honor, the National Planning Award for Distinguished Leadership as a Professional Planner. He is currently in private practice as a planning consultant.

Tim Henderson, LEED AP, Vice President [Partner, Cypress Group]
Since 2002, Tim has been a partner at the Cypress Group, a multi-disciplinary, highly experienced real estate development firm focused on residential projects in Silicon Valley. Tim has served as an investment banker at Banc of America Securities, and as a venture capitalist and Principal at Citizens Capital. Tim served for five years as a submarine officer and nuclear engineer. Tim is a licensed general contractor, real estate broker and LEED Accredited Professional.

Mr. Adler has worked for over twenty-five years as a real estate attorney at the San Jose business law firm of Hopkins & Carley, where he has had extensive experience representing developers, property owners, and lenders. He has previously served on the boards of the American Red Cross and Young Audiences.

Jaime Angulo [Community Building & Organizing Program Mgr, Neighborhood Housing Services Silicon Valley]
Mr. Angulo is a trained mechanical engineer who spend 15 years managing production and marketing departments in multinational corporations. Since 2001, he has worked for nonprofits and specializes in community organization. Jaime’s volunteer service includes the 13th Street SNI NAC, San Jose North Rotary Club, PAC San Jose and he presently represents District 3 in the San Jose Neighborhood Commission.

Shirley Lewis [Assistant Vice President, Old Republic Title Company]
Ms. Lewis served as a member of the San José City Council from 1980 through 1992, including two years as Vice Mayor, and four years as Vice-Chair of the Redevelopment Agency. Upon leaving the Council she served as CEO & President of the San Jose Symphony and VP of Development for the Mobedshahi Hotel Group before joining Old Republic Title Co.  Her numerous community involvements include serving as Co-Chair of the 2040 General Plan Task Force for the City of San Jose and as President of the Rotary Club of San Jose.

Dunia Noel, AICP [Assistant Executive Officer, LAFCO of Santa Clara County]
Ms. Noel has been involved in Santa Clara County planning for over a decade. She serves as an analyst for the Local Agency Formation Commission (LAFCO) of Santa Clara County, which regulates the boundaries of cities and special districts. She brings an extensive knowledge of the area’s housing needs and growth issues to our Board.

Clarice Shephard [Architect]
Ms. Shephard is a licensed architect and has worked on projects from horse barns to hospitals. She is currently working as an independent consultant in the Bay Area.

Carol S. Wagner, CPA [Principal, Abbott, Stringham & Lynch]
Ms. Wagner leads the Audit & Accounting and Tech Groups at Abbott, Stringham & Lynch.  She has over 20 years of audit and accounting experience, and has held financial positions in various industries, including technology and real estate.  Carol currently serves on the Board for the Family Giving Tree and serves on the Board of Directors of the Silicon Valley San Jose Chapter of the California Society of CPAs.

            • Build sustainable affordable apartments. FCH utilizes the latest energy-saving, sustainable, green-building features to create a healthy indoor environment, save money for our tenants through lower energy bills, and minimize the impact of our developments on the natural environment.
            • Provide excellent resident services. FCH provides enhanced on-site resident services customized to the needs of tenants via needs assessment surveys and tenant meetings. FCH has twice won a national Award for Excellence in Property and Asset Management from the MetLife/Enterprise Foundation.
            • Invigorate and beautify our neighborhoods. We locate all of our developments in existing communities (or ‘infill’ sites) close to transit and provide free annual transit passes to every tenant. FCH has received numerous awards for the design of our developments. People who live in our apartments are proud to call them home.
            • Mainstream special needs tenants. FCH is the leading provider of special needs housing in San Jose, and our Gish Apartments is a state-wide model for mainstreaming tenants with developmental disabilities. FCH currently has three developments offering a total of 61 units of housing for low-income special needs populations, with another 60 units in pre-development.

These services are customized to the needs of tenants via needs assessment surveys, tenant community meetings and partnerships with service-based non profit organizations.

We design, develop and manage affordable housing for low-income households. Each of our developments is specifically designed to complement its unique neighborhood context. The purpose of this website is to introduce you to a few of our properties and to highlight our commitment to good design, incorporation of green building materials and long term sustainability.

FCH is an award-winning, California 501(c)(3) Nonprofit, Public Benefit Housing Development Corporation, located in San Jose, California. Since 1986, FCH has created housing for more than 3,200 low-income residents in 17 affordable rental housing developments (over 1,300 units) throughout the San Francisco Bay region. The low-income populations we serve include families, senior citizens, and individuals as well as special needs populations such as the chronically ill, the developmentally disabled, and consumers of mental health services.
